第一步：主干
The proposal includes an estimate. 主语中心词 proposal；谓语 includes；宾语中心词 estimate。
第二步：主语修饰
revised 修饰 proposal。that the consultant submitted on Monday 是定语从句；that 在从句作宾语，the consultant 是从句主语。
第三步：宾语修饰
detailed 修饰 estimate；of the costs 说明估算对象；required to upgrade the equipment 修饰 costs，说明成本的用途。
